Steve,
A couple things to consider; when you create the new User make sure you have assigned a Role with appropriate level of access, secondly check that you have assigned one or more Organizations to the User. Keep in mind that the selection of Organizations is what grants access to the device details. If you select a Organization level below the level of a device the user will not be able to see it.

I'm the primary user so far with my home page showing the results of multiple categories for the environment. When I add a new user and give them full access their home shows nothing at all. Further, when they start doing discovery, the result are much smaller than expected. what am I doing wrong? How can these users see the same thing that I do?
