Opflow3 - Not data or agents seen in Opflow GUI or opflow-cli

Hello all, i'm new to Opflow3 and i'm having trouble displaying data in the GUI.  Currently, i have the trial license which has been enabled.  I went through the following document Troubleshooting opFlow and i see the nfcapd files(nfcapd.202004100956) and when running a capture i also see data from the 1 device i'm currently sending flow data from.  Everything else in the document matches for Opflow3 related to file paths and restarting services, but when i issue the below i'm not seeing any agents so i'm not sure what to try next.  I'm not sure if this is a permissions issue but any help would be appreciated.
