Ok, should have searched before posting I found the fix:
C:\xampplite\mysql\bin\my.ini
Changed the default timezone from Melbourne to New_York, and then confirmed audit log has correct audit time now.
yeah I saw a sort of long discusssion here. I would think it would be easier to find such an important piece of info than scrolling through a long discussion The FAQ mentions time zones but......
